Applied this patch for immediate use, but 102602 would be better if noone objects to the reverted versioning.

Ok, Jeff, patch #102602 is an alternative which does this, i.e. giving the dlls of both packages their own version numbers. Please take a look.

I believe we should eliminate the Tcl-based version from the dde and reg libs completely, using instead their own version numbers.  We will only have a problem with this when we get from v1.1 to v8.3...

It does have the added problem that multiple installs of Tcl will rely on the same dde and reg library (could complicate uninstalls).
