Description:
If a programmer is trying to write an extension that can build against either the 'oo' extension or against a stock 8.6, it would greatly simplify the configurator to be able simply to pull in a 'tclooConfig.sh'. The one for 8.6 can be a dummy one that has empty strings for most of the specifications. The one that I attach appears to work reasonably well on my toolchain.

Done (except the TclOO version is later...)

We should do this. Increasing visibility so we don't let 8.6.0 get out without dealing with it.
