Just a few comments on the "bundling" matter....

We have made only one release from the core-8-branch, Tcl 8.7a1.
In the 8.7a releases we are not bundling any packages. The focus
is on new features in Tcl itself. We will deal with any integration
issues with bundling other packages in the 8.7b releases.

We do continue to bundle packages with the Tcl 8.6.* releases.
The latest release is Tcl 8.6.8 and it came with sqlite3 3.21.0.
An upgrade to sqlite3 3.23.1 is available for download.

We've never bundled sqlite3 3.9.2 with any Tcl release, though
we did make it available as an upgrade package between the
releases of Tcl 8.6.4 and Tcl 8.6.5.

There's at least some mystery at work in how your system got into
the state it is in.

That said, there's probably room for improvement on how test suites
find and use the packages they test.
