The described issue is actually not a problem as such. The given example is extreme, as the entries in the matrix differ by many orders of magnitude and the solution is very near to the null vector. The example suffers from the finite precision that is inherent in floating-point arithmetic. Nonetheless, I have added a test case to demonstrate that consistent permutation of the rows does not lead to a different solution.
